Federally Qualified Health Centers (FQHCs) such as Orange Blossom Family Health (OBFH) provide healthcare to the under-insured or non-insured and rely on federal grants and donations. They often need to balance the need to invest in innovation or new technologies vs. maintaining their ability to provide low cost healthcare to their community. When faced with the need for a major system upgrade to keep up with competitors and modern technology, OBFH had limited resources and experience to address the risks involved with implementation. They could lose customers and therefore government funding if a major system overhaul exceeded their razor-thin budgets and made it impossible to maintain their current service, or if mishandled changes caused massive dissatisfaction even for a short period.
